Job Description:

The Risk & Intelligence Service (RIS) is at the core of HM Revenue & Customs’ compliance and enforcement activity, part of the Customer Compliance Group (CCG). Our primary role is to deliver high-quality risk and intelligence products and services to partners in HMRC and across government, to maintain the integrity of the tax system and contribute to the financial well-being of the UK.

Job Responsibilities:

  • Perform the Secretariat role for the newly formed Connect Working Group
  • Lead on Developing a Central Programme Management function in CDS to cover our funded projects, monitoring and reporting on delivery
  • Play an active role on CDS Senior Leadership Team supporting delivery of objectives, resource /financial planning and corporate/portfolio responsibilities, deputizing for colleagues as required
  • Develop and enhance PM reporting systems, dashboards and tools to monitor and report on financial spend and project delivery (for both CDS colleagues and external stakeholders) utilizing and exploiting the latest Digital technology for visual analytics (Power BI etc.)
  • Build a robust risk management and project assurance reporting function
  • Build positive, outcome-focused working relationships with a wide range of stakeholders, including CRAFT (RIS Analysis Finance function) CDIO, RIS PP&C (RIS Change Board Secretariat) RIS Analysis Private Office and others, as the role develops
  • Utilizing resources from within CDS, build up, maintain, and promote a SharePoint library for storing key project and programme documentation
  • Support the CDS Grade 6 with any ad-hoc reports and briefings as required

Job Requirements:

  • Excellent stakeholder management skills, with the ability to quickly secure the confidence of your peers, senior stakeholders and partners, influencing and negotiating with them to deliver successful outcomes
  • Experience in analyzing/interpreting and manipulating data to make informed decisions around financial and/or resource management
  • Demonstrable experience and skill in delivering innovation and change, building solutions to business problems and driving Continuous Improvement that have delivered tangible benefits
  • The ability to work to tight deadlines with the vision and skill to work across RIS organizational boundaries and with changing and challenging priorities
  • Excellent written and verbal communication skills, enabling them to confidently lead discussions and regularly act on behalf of the CDS Grade 6. You’ll be expected to produce/commission tailored business cases, updates and briefing papers at short notice

Qualification & Experience:

  • Experience (last 3 years) planning, delivering and leading a portfolio of complex projects for a broad range of customers and stakeholders; or recent (last 3 years) experience working in a Central Programme Management Office for a large Transformation project
  • Formal Project Management Accreditation (Agile, Managing Successful Programmes, PRINCE 2, APM etc) to Practitioner level
